According to Sputniknews, German Grev, president of Sberbank, said in an interview with Sputniknews that countries around the world, including Russia, are discussing a robot tax due to the possible negative impact of automation on the labor market, but it must be taken into account that The spread of ARTIFICIAL intelligence will create new occupations and jobs.
The idea of a robot tax first surfaced in the world in 2017, when Microsoft founder Bill Gates suggested that robots be treated as capital and taxed accordingly. In 2020, Russian experts suggested the Finance Ministry impose a 13 percent income tax on robots, based on the average salary of the corresponding occupation.
Greff says:
"The aggressive use of new technologies brings with it all sorts of legal issues, including tax issues. The issue is being discussed both in Russia and abroad, with South Korea and Canada, for example, both proposing a robot tax. There are also a number of international initiatives, a key one being discussed by the OECD to implement a digital tax. Not long ago, Russia joined a joint statement of OECD member states on addressing tax issues arising from the digitalization of economies."
There is another side to the problem, Mr Glev stresses. He added: "When people talk about the need for a robot tax, the potential adverse impact of automation on the Labour market is often mentioned. But many fail to consider that the spread of AI has also created new occupations and new jobs. Finding a balance in this situation is a complex task, so the discussion around the robot tax will continue."
Earlier, 130 countries backed an OECD-led reform of the international tax system. The measures are designed to ensure that large multinationals pay tax where they earn their profits, not just where they are headquartered.
The plan is said to be aimed at ensuring a fairer distribution of tax revenues between countries. It calls for a minimum 15 percent income tax on businesses, including Internet companies. It is expected that all the technical details of the plan and its implementation plan will be approved in November 2021.
